Clifford had a productive college career at Penn State, where he threw for 5,828 yards and 47 touchdowns in three seasons. He also ran for 1,163 yards and 16 touchdowns.

“I think I have a lot of tools that can help this team,” Clifford said. “I can make plays with my arm and my legs. I can read defenses and make adjustments.
